National Lottery Authority has officially announced a strategic partnership with Seven Blue Liberia Limited for the deployment of an advanced end-to-end online licensing and regulatory management system aimed at transforming Liberia’s gaming and lottery sector.
The comprehensive strategic partnership agreement, officially signed on April 2, 2026, was formally presented during a ceremony held on Monday, May 11, 2026, at the Office of the Board Chairman of the National Lottery Authority (NLA) on Capitol Hill, Monrovia.
This milestone marks another major step in the NLA’s ongoing institutional reform agenda focused on transparency, accountability, operational efficiency, and digital modernization.
Strengthening Regulatory Oversight Through Technology
Speaking during the presentation ceremony, Director General of the National Lottery Authority, Peter L. Solo, described the partnership as a major milestone in the Authority’s efforts to strengthen regulatory oversight and align Liberia’s gaming and lottery sector with international best practices.
According to Hon. Solo, the newly approved system will introduce a modern digital platform equipped with advanced technological capabilities, including:
- Real-time operational data access
- Automated audit trails
- Integrated compliance monitoring tools
- Enhanced reporting systems
These features are expected to significantly improve institutional performance, operational efficiency, and revenue assurance across the Authority.
“The National Lottery Authority remains committed to implementing modern systems that will not only improve efficiency but also reinforce public trust and confidence in the management and regulation of the gaming and lottery sector,” Hon. Solo stated.
He further noted that the platform will provide management and regulatory teams with timely access to accurate, verifiable, and transparent operational data—supporting informed decision-making and ensuring strict compliance with regulatory standards.
Boosting Financial Oversight and AML Compliance
The Director General also emphasized that the new system has been specifically designed to strengthen financial monitoring by providing enhanced visibility into operator activities, transactions, and compliance records.
He said the initiative will reinforce internal controls and advance Anti-Money Laundering (AML) compliance efforts, helping safeguard the integrity of Liberia’s gaming and lottery industry while protecting national financial and economic interests.
“This intervention represents a major advancement in our efforts to combat fraud, strengthen accountability mechanisms, and ensure that the gaming and lottery sector contributes meaningfully to national development through proper regulation and enhanced revenue collection,” he added.
Board Chairman Commends Liberian-Owned Innovation
Also speaking at the event, Chairman of the Board of Directors of the National Lottery Authority, Prince Menkalo Gbieu, described the partnership as a transformative initiative that reflects the Authority’s determination to build a transparent, accountable, and technology-driven institution.
Hon. Gbieu praised the decision to entrust a Liberian-owned Israeli company with such an important national responsibility, noting that the move aligns with the Government of Liberia’s broader policy of empowering Liberian-owned businesses and creating opportunities for local enterprises to contribute to national development.

This partnership demonstrates confidence in local expertise and reflects the Government’s commitment to supporting Liberian entrepreneurs and institutions,” Hon. Gbieu said.
Seven Blue Liberia Ready to Deliver
Representing Seven Blue Liberia Limited, Rose Siafa Sebo expressed appreciation to the National Lottery Authority for the confidence placed in the company and reaffirmed its readiness and technical capacity to successfully implement the project.
Madam Sebo assured NLA management and stakeholders that the company is fully prepared to begin deployment of the digital platform in accordance with international standards and industry best practices.
She explained that the modernization initiative will significantly improve efficiency, transparency, and credibility within Liberia’s gaming and lottery sector, while helping eliminate fraudulent and illegal gaming activities nationwide.
According to her, the introduction of a fully digitized regulatory and licensing framework will strengthen monitoring systems, improve compliance management, and support a more secure and accountable gaming environment for operators, regulators, and the public.
